AI Voice in the UK 2026: Ofcom, 03 and 0800 Numbers, and the New Trust Plan
How Ofcom's National Telephone Numbering Plan, 03 and 0800 ranges, and the 2024 Future of Telephone Numbers statement shape what an AI voice agent can do on a UK number in 2026.
The UK is one of the easiest jurisdictions to launch an AI voice agent in, but only if you stay inside Ofcom's National Telephone Numbering Plan and the 2024 "raising confidence in telephone numbers" reforms. The wrong number range can put you in a revenue-share box, and the wrong CLI can park you in a STIR/SHAKEN-equivalent reject lane.
How telephony works there
The UK numbering plan is administered by Ofcom under the Communications Act 2003. Geographic numbers start with 01 or 02 and are tied to area codes (020 London, 0161 Manchester, 0131 Edinburgh). Mobile numbers start with 07. Non-geographic ranges include 03 (priced as a geographic call, used by businesses, charities, and the public sector), 0800 and 0808 (free to caller from all phones since July 2015), 0845/0870/0871/0872/0843/0844 (revenue-share, declining), and 0500 (decommissioned). The current National Telephone Numbering Plan was last republished 22 April 2025.
UK numbers can be hosted on PSTN, ISDN (sunsetting 2027), or IP. Twilio offers UK local DIDs and 03/08 numbers via its London edge with sub-100 ms RTT to AI inference. CLI rules require a presentation number that the calling party has a right to use, that routes back to a live destination, and that is not a premium-rate number. Ofcom's 2024 "Future of Telephone Numbers" statement froze new revenue-share allocations on 084/087 and signalled tighter CLI authentication rules from 2026 onwards.

Regulatory landscape
Ofcom enforces the Numbering Plan, the General Conditions (in particular GC C6 on CLI), and the PECR/UK GDPR overlap on consent. For AI outbound voice, three rules dominate. First, you must present a valid CLI that a human can call back. Second, automated calling systems require explicit prior consent under PECR Regulation 19, and the call must identify the caller within seven seconds. Third, the new CLI authentication framework, modelled on STIR/SHAKEN and entering force in stages through 2026-2027, will block or label calls without a verified attestation.
For 0800, callers pay nothing on any UK phone since 2015, and you cannot use 0800 to mask outbound CLI on cold calls. For 03, calls are charged at the same rate as 01/02, included in any "inclusive minutes" bundle, which is why charities and councils prefer 03. Marketing calls to consumers also have to scrub against the TPS (Telephone Preference Service); a separate CTPS register exists for corporate subscribers.

FAQ
Can I use a US number to call UK consumers? Technically yes, but you will fail the CLI presentation check at most UK carriers in 2026, and PECR still applies. Use a UK presentation CLI.

Is 0800 free for the receiver too? 0800 is free to the caller on any UK phone since July 2015. The number holder pays for inbound minutes.
Do AI voice calls need PECR consent? Yes. Automated calling systems require prior, specific, opt-in consent. "Soft opt-in" used for email is not available for automated voice.
Will Ofcom's CLI authentication block my calls? If you transmit a valid, in-use CLI from your registered Trust Hub profile, you will pass. Spoofed or unallocated CLIs will be blocked or "Suspected Scam"-labelled from 2026.
